White Scales?
Um...Pleco sucking your oscars bum.....??? I dont think so..
I reckon its just damaged scales. Most fish scales appear white when they come off or are damaged. I noticed this with my oscars and with my archer fish. I expected their scales to be the colour of the fish but they were white. He could have a parasite and is scratching himself. Have you watched him for a while to see how he is behaving..?

White Scales?
I agree with Owen... he probably is scratching himself against something. The scales are white/colorless... I think they're colorless on most fish, but I'm not sure. The fish's skin pigment is what shows through the scales. Hope this helps!
